Identity Certificate
What is Identity Certificate?
Identity Certificate is generally issued to Tibetan refugees or stateless peoples residing in India by the Regional Passport Office, Delhi. It is done on the recommendation by Bureau of His Holiness the Dalai Lama, (HHDL) New Delhi. The main purpose of issuing identity certificate is to provide identity to Tibetan refugees or stateless peoples who are residing in India but unable to obtain a passport from their state of nationality. It is generally issued for 10 years with booklet size of 36 pages. It is also known as Alien’s passport.
Clearance by Ministry of External Affairs (PSP division) is also required for issuing the Identity Certificate. Grant of No objection to return to India (NORI) also requires clearance by state government (Department of Home Affairs/Police)/Foreigner Regional Registration Office (FRRO). NORI is to be stamped on the Identity Certificate. For the Identity Certificate, users can apply in person through e-Form submission or Online Form Submission.
