What is caste certificate?

Caste certificate is a proof of a person belonging to a particular caste. For example – Schedule caste, Schedule tribe, OBC.

Government thinks that peoples belonging to Schedule caste, Schedule tribe and OBC really want special encouragement and opportunities to progress as rest of the citizens. Therefore, certain special privileges are granted to these peoples such as reservation of seats in the legislature, government service, waiving off part or entire school/college admission fees, quotas in education institutes, upper age relaxation in certain jobs etc. In order to avail these special privileges, a citizen belonging to schedule caste, schedule tribe or OBC category should have a valid caste certificate.

What you need to do to get a caste certificate?

In order to apply for a caste certificate, forms are available either online or you can collect the same from the concerned local office of sub-divisional magistrate or tehsil or revenue department in a city/town/village.

A local enquiry has also been conducted before issuing of fresh certificate in case none of your family members earlier has been issued a caste certificate. Residence proof of a state for a minimum specified period, affidavit stating that the person belongs to schedule caste along with the specified court stamp fee needed at the time of application.

There are two types of caste certificates –

  1. SC/ST certificate
  2. OBC certificate

SC/ST Certificate -

Peoples belonging to a category of schedule caste or schedule tribe are eligible for SC/ST certificate.

Documents needed to apply for SC/ST Certificate

  • Complete application form duly self-attested
  • Aadhar card/PAN/Passport/driving license/Voter’s card
  • Photograph of the applicant
  • Copy of SC/ST Certificate of father, brother, sister or any blood relative from paternal side.
  • In case SC/ST certificate is issued to any member of applicant’s family, two government officials should certify that they know the applicant as well as they also belongs to the same caste along with the attested copies of their identity cards.
  • In case of married women, local inquiry is conducted prior marriage and at place of residence after marriage.
  • Residential proof such as Voter ID card, water bill, Telephone bill, Electricity bill etc.
  • Date of birth proof (Birth certificate, school certificate or passport)

Note – All documents should be self-attested

Documents needed for other state SC/ST certificate

  • Application form duly self-attested
  • Ration card copy or proof of residence
  • Birth certificate or school certificate
  • Copy of SC/ST Certificate of father issued by Tehsildar or SDO of the state. Original to be produced for examination.

OBC Certificate –

Peoples belonging to the category of other backward classes are eligible for OBC certificate.

Documents needed to apply for OBC Certificate

  • Complete application form
  • Aadhar card/PAN/Passport/Driving license/Voter’s card
  • Self-declaration of the applicant in prescribed Performa.
  • Photograph of the applicant
  • Proof of residence such as Electricity bill, Voter card, Water bill, Telephone bill etc.
  • Copy of OBC Certificate of father, brother, sister or any blood relative from paternal side.
  • Supporting document of residential proof in Delhi since 1993.
  • Proof of income of the family (ITR/Salary slip/Form-16 etc.)

Note – All documents should be attested by MP/MLA/Gazetted officer
