What is DLT Registration?

DLT stands for Distributed Ledger Technology. It is a block-chain based registration system issued in the public interest in order to control spam messages and to prevent the customers from the fraud calls and SMS.

As per Telecom Regulatory Authority of India (TRAI), it is mandatory for every telemarketer to get registration under the DLT platform. Previously, the Bulk SMS providers need to register themselves with TRAI but after the recent change, every person who is engaged in sending promotional or transactional SMS (OTP, Notification, Verification Codes etc.) to their customersneed to get themselves registered in the DLT platform. DLT manages all the transaction records made by network participants.

Why DLT Registration is Mandatory?

TRAI has taken this step to prevent customers from unsolicited commercial communication that may annoy them, resulting in calls and SMS frauds. Hence, DLT registration is a mandatory step that should be taken by the telecom provider in order to continue their services further.

How do I register myself as an entity?

To get registration as an entity, you need to consider the following procedure –

  1. Visit the portal of any operator through whom you want to get registered.
  2. Fill all your required details properly
  3. Upload all the necessary documents and you are done.

Entities involved in the process

In order to get a clear understanding of the DLT system as a whole, you must know about the entities involved in this process –

  1. Principal Entity – Principal entity is the entity that sends SMS to the customers. It could be an individual, private entity, partnership firm or a Government entity. Every entity (either private or government) must get themselves registered with any of the telecom operatorsunder the DLT platform.
  2. Telecom Operators – The role of Telecom operators are to provide access to the entities for sending SMS to the customers. They are directly connected to TRAI and help in the regulation process. For example – Airtel, Idea, Vodafone, BSNL etc.
  3. Service provider – Service provider is the one who sends messages to the customers on behalf of the principal entity and provides service to the companies or organizations.
  4. Regulator – TRAI is the regulator here – TRAI establishes the compliance, performs audit and govern the operations to safeguard the interest of the customers and prevent them from fraudulent practices.
  5. End customer – End customer is the one who receives the SMS on their mobile phone i.e. Mobile subscriber. The end customer has the right to decide whether he/she wants to receive the promotional messages from any business or not. As per TRAI rules, the end customer can set preferences as per their suitability, register complaints and even unsubscribe from the service at any time.

Types of DLT Registration

You can register yourself in the DLT platform as a Telemarketer or Enterprise. If you are dealing with the customers and using SMS service to communicate with them, you will be considered as a Telemarketer. There are two types of Telemarketers –

  1. Telemarketer Aggregator – It could be an individual or a Company not having a direct connection with the telecom operator.
  2. Telecom Delivery – He/she has a direct connection with the telecom operator and responsibility of collecting SMS/Voice traffic from business organisations.

Outbound sales in Telemarketing are considered as the best source of sales for companies to interact with the customers through Voice or SMS. Hence, you must register as a Telemarketer in the DLT platform to send promotional and transactional messages.

Whereas,

Enterprises are those businesses that deal with products or services and wish to increase their sales by getting leads through SMS. As per TRAI rules, you must register as an enterprise in the DLT platform to communicate with probable customers through SMS.

Which documents do I need for KYC for DLT Registration?

There are various documents that you need to provide for KYC for DLT –

  1. Identity proof
  2. Address proof
  3. Proof of authorized signatory
  4. PAN number (Entity)
  5. Aadhaar number of Authorized signatory
  6. GST number (Government)
  7. Self-certification by authorized signatory on the letterhead along with the name.
  8. Service agreement on stamp paper costing Rs.100
  9. Designation and seal
  10. Consent letter from the parent entity

DLT Registration Procedure

As per TRAI rules, it is mandatory for both Tele-marketers and Enterprises to get register themselves in the DLT platform. Registration charges may differ based on the selection of service provider.

Telemarketer Registration Process

  1. Choose yourself as a “Telemarketer”
  2. Select the Aggregator Function
  3. If asked “Have you registered with any other mobile operator DLT network”, simply choose the option “NO”
  4. Input your business PAN
  5. Wait for OTP verification
  6. Do E-mail verification
  7. Login to the portal
  8. Enter the needed details and upload the required documents
  9. After completion of the above mentioned steps, you will be provided with the registration number.
  10. Telemarketer registration ID will be assigned to you within the stipulated time of 72 hours of your KYC upload.

Enterprise registration process

  1. Choose yourself as an “Enterprise”
  2. If asked “Have you registered with any other mobile operator DLT network”, simply choose the option “NO”
  3. Input your business PAN
  4. Enter the required details and fill the form
  5. Wait for OTP verification
  6. Do E-mail verification
  7. Login to the portal
  8. Upload the required documents
  9. After completion of the above mentioned steps, you will be provided with the registration number.
  10. Enterprise registration ID will be assigned to you within the stipulated time of 72 hours of your KYC upload.
