Foreign Manufacturers Certification

Foreign manufacturer’s certification scheme is a product certification scheme started & operated by Bureau of Indian standards (BIS) to grant certification to foreign manufacturer’s (Factory location outside India) and permitting them to use standard mark on their products that qualifies with the Indian standards. This scheme is applicable to all products except electronics & IT products notified by Deity. This license is issued by foreign manufacturer’s certification department (FMCD) located at BIS headquarters, New Delhi. This certification is provided by BIS to only those products which meet the standards set by them. This license is granted for the location where the product manufacturing & testing takes place as per relevant Indian standards. After granting of license, standard mark is applied on the products of the company.

Things to take care of before submitting the application

The companies should take care of the following things before submitting the application to BIS authority –

  1. Make sure that all the manufacturing facilities must be available at the factory premises.
  2. Make sure that your company products should meet the applicable Indian standard specifications.
  3. As per Indian standard specification, company should have all the arrangements in their factory premises for testing the product.
  4. As per ISS, company should have qualified personnel in their lab to test the product.
  5. Testing & marking fees should be borne by the manufacturer.
  6. All the terms & conditions of the license must be accepted by the manufacturer.

Procedure of Granting License

The procedure of granting license is as follows –

In the first step, Fill the application form and submit the same to BIS authority along with the required documents for verification.

In the second step, application form as well as the documents is verified by the BIS authority and if there is any query, same is directly communicated to the applicant. After solving the query, if everything is found satisfactory by the BIS authority, acknowledgement number is issued to the applicant for future reference.

In the third step, BIS arrange a visit and sends inspection officers to the premises of the applicant on a mutually agreed date. During the visit to the applicant premises, inspection officer checks the manufacturing process at the factory and some samples are carried out by him for testing in independent laboratory.

In the fourth stage, the applicant or the manufacturer pays for the visit and the testing charges to the BIS authority in order to take the application forward. If the officer report and the test report from the independent laboratory are found satisfactory, the license is issued to the applicant.

Applicant needs to pay the license and the marking fees as per Indian specifications.

After payment is done by the applicant for the entire marking fee, the license will be issued or granted to the applicant initially for one year which can be renewed for further 1 or 2 years.
